It consists of 6 members of the council and monitors 6 institutes such as Welfare & Women bureau, Environment & Green Land bureau, Waterworks bureau, Health and Environment Research Institute and Daejeon Metropolitan Office of Education.

The committee will do its best to perform council activities reasonably, collect opinions in a variety of fields and reflect farsighted views in municipal affairs for the purpose of the development of the welfare system, health, hygiene, living environment and educational administration. Firstly, the committee actively leads the basic livelihood for low-income residents, the disabled and the aged and the increase of nursery system and social welfare facilities, satisfying the demands on the welfare system. Secondly, by positively corresponding to the complaints such as treatment of kitchen wastes, reduction/reuse of waste, securing green space, preservation of the ecosystem, prevention of water leakage and trust on tap water quality, and building an environmental system residents can trust. Thirdly, to realize an educational administration creating a desirable classroom and giving students new hope, the committee fosters the balanced development of public and private education systems, increase of educational finance, improvement of user-oriented educational systems and the creation of educational fields beneficial to students.
